The custom resource triggers a Lambda function, which triggers the PutBucketNotification API to add a notification configuration to your S3 bucket.
Instead, you configure the trigger to be SQS for the lambda function, and create something called an event source mapping. This event source mapping, allows you to configure how lambda pulls the queue, and delivers messages to be processed by the lambda function in batches. The lambda service, is checking the event source, not your lambda code.
For example, you might use the AWS::Lambda::Permission resource to grant the bucket permission to invoke an AWS Lambda function. However, AWS CloudFormation can't create the bucket until the bucket has permission to invoke the function (AWS CloudFormation checks whether the bucket can invoke the function).

@jbright If possible the preferred approach is deploy your functions with a CloudFormation template that will setup the resources and set up the triggers. You can deploy that with the CLI using the dotnet lambda deploy-serverless command. This does assume you are managing your AWS resources through the CloudFormation template.
